Biliran 2010 ELECTION UPDATE

VOTE WISELY AND PRAY FOR PEACEFUL, ORDERLY AND SUCCESSFUL 2010 ELECTION IN BILIRAN PROVINCE ( post your comments, observation and reaction)





Long lines at the polling precincts greeted Biliranons who wanted to cast their votes in the initial hours of the country’s first automated national elections. They arrived at 7:00 AM and until 1:00 PM still waiting without lunch. ( pictures taken at Central and Calumpang Naval.)

Ang meting de adnce sa mga ESPINA sa Naval, niadtong May 6, gi boooo sa mga tawo, nasuko pag-ayo ang lagas. Ilang gividohan ang mga nagboo kay ilang ipapriso nga wala daw pyansa.... ginkataw-an lang sila. Pero sa rally nila Atty. Chong, marisyo kay damo duro nga tawo, walay gihakot pero wala didto si Atty. Chong for security reasons.

Grabe gyud ang vote buying nagsugod na! Ang mga Espina 500 kada botante ug 2,000.00 sa tulo ka mebro sa pamilya. Mao ning giingon nga pamahala nalang ang ila kay mao nalang ito ang ilang kataposan nga baraha para pag-angkon sa gahum ug bahandi sa katawhan. Mga ngekngek jud itong mga tawhana.

Jerome Arcenal nagpinasangyaw sa kabukiran nga ang mga pari mingbaliktad na sa mga espina. Frustrated na kaayo ang kampo sa mga Espina mao nga bisan unsa nalang nga gimick ang ilang buhaton. Pero ang mga Chong, wala kay madungog nga moingon sila nga mga pari pabor sa ila. Kini nga klase nga pamolitika maoy giingon nga "trapo" kaayo kay bisan unsa nalang ang buhaton para lang modaug unsaon nga bread and butter man nila ang politics kaya yumaman ng husto....

Once again, we have come to the second very crucial stage in our battle to save Biliran from the clutches of the Espina family and their cohorts, who have continued to put their own personal interests over and above the interests and betterment of Biliran.

The 2007 battle was significant as it allowed us to choose Rep Glenn Chong as the Representative of the Lone District of Biliran, Mayor Susan Parilla, Mayor of Naval, Mayor Noel M Albelda of Maripipi, Mayor Floresca Delante of Caibiran and a small number of members of the Sangguniang Bayan of their respective municipalities. It was a hard won battle as we have succeeded to install people who started to introduce changes that will deliver long term benefits for Biliran.

Unfortunately, our gains in 2007 were only the beginning of our struggle to rebuild Biliran. The gains would have been greater and the momentum of change faster if we have given Rep Glenn Chong a solid team to work with. In his first 3 years of office, Rep Glenn Chong and his team have proven, without a doubt, that if you have good intentions in your heart, many things can be accomplished.

Part 2

The main stumbling block is the continued arrogance of Gov Roger Espina to recognize the authority of Rep Chong and refusal to work with him. Instead, using his numbers in the Sangguniang Panlalawigan and Sangguniang Bayan under Bando Espina, He has embarked on massive unplanned spending spree using Biliran’s share of the IRA, local revenue generated by the province and most importantly debilitating loans from various sources that will see his successor buried in debts that will probably take 3 terms to repay. The sad thing is that all these are done devoid of public consultation, transparency, and accountability. As expected, the projects that were supposedly funded by the above revenues were either nonexistent, incomplete or of inferior quality.

Amidst this scenario, we need to take the second step. The second major step we have to take is to elect a solid team that offers a unified direction grounded on good governance, honesty, transparency and accountability. A unified direction, working within the parameters of a master plan and executed by a team, working together to achieve what has never been achieve in the last 15 years of Espina control. It is not enough that we have 1 or 2 or 3 well meaning leaders to do the job. The task is too big and difficult, that we cannot just saddle a few people with the responsibility. We need a working team of qualified people with the interests of Biliran in their hearts, not their own.

The Espina had the numbers in SP but they used it to get what they want to satisfy their personal interests. They control the SP and the SB’s of most municipalities to put up a blockade against projects and initiatives that Rep Chong would have preferred to work together with. The Espina family used their numbers to demonstrate their political might instead of using their numbers to work for the betterment of Biliran. They have offered Biliran to all major political parties who care to offer money in return for their support. They have prostituted government institutions by labelling them as pro-Espina or Anti-Espina thereby creating unwanted divisions which fuelled lack of cooperation to any projects initiated by Rep Glenn Chong.

Part 3

We need a working team who shares the same vision, enthusiasm for change and the political will to accomplish it. Back in 2007, we fought a hard battle against a political dynasty that was prepared to do anything to keep their stronghold of Biliran. Yes, the issue of political dynasty was one of our battle cry. In 2010, nothing has changed; the Espina Dynasty is once again hell bent on re-imposing their family rule in Biliran. As I have mentioned in my posts on the thread “Political Dynasties” discussed on this site, the problem facing Biliran now is the return of five members of the Espina Dynasty. A political dynasty, which controlled Biliran for the last 15 years. Please take note that in spite of the significant win in 2007, the Espina Dynasty, in a sense, still controls Biliran as they have the numbers in SP and SBs.

You may ask, why do we need to field a son and father team? Isn’t that in a way creating another political dynasty? In one way, yes there is a possibility. But isn’t it easier to monitor two who has demonstrated in so short a time their genuine intention to bring in better benefits to Biliran than going through the whole wasted experience of 5 members of the Espina family for the last 15 years?

I say let us give Rep Glenn Chong, Charlie Chong and their team the benefit of the doubt. Let us build a stronger team that work together with a common goal. We have already experienced 15 years of Espina Dynasty’s abuses of power and excesses of their lifestyles which they can hardly explain where they get the money from?

What I am proposing is for us to elect the whole team. Let us elect the team led by Rep Glenn Chong from Congressman down to SB members of each and every municipality. Let us give Glenn the means to accomplish projects that would should been completed in the last 15 years, without burying us in debilitating debts which our children and our children’s children will be saddled with the responsibility to pay.

Let us not just elect a Governor but rather all members of the Sangguniang Panlalawigan from the same team. Let us not just elect a Mayor, but rather elect all members of the Sangguniang Bayan from the same team.

Let us vote straight and build the teams we need so badly. Let us cast our votes for the team whose allegiance is to Biliran and to the Biliranons. At this stage in Biliran’s history, The team offered by Rep Glenn Chong is the team we have to have. Let us do our share by helping build the team. Let us give Rep Glenn Chong a majority government. A minority government is saddled with obstructions as what we have experienced since 2007 to present.

Let us take the second crucial step. Let us help build a stronger team. Let us vote straight Rep Glenn Chong’s team. Let us take the second crucial step, remove the Espinas from Biliran’s political landscape and restore political balance. It is only in doing so, that we can encourage other well meaning and qualified Biliranons to come out and volunteer their services in the succeeding elections.

Let us join Glenn and Charlie Chong and their team in their philanthropic exercise to emancipate Biliranons from poverty and provide Biliranons with the opportunity to live decent, healthy and happy lives.

Sa mga bukid-bukid tag 700 ang gipanghatag sa mga Espina for congressman ang governor walay labot ang ilang kalinya ug 1300 sa Chong basta Straight votes. Gi sugruro gyud sa mga Chong ang taga bukid kay mao ni sila permi ang tapalan ug kuarta sa mga Espina para modaug sila.

Wala maka panghatag ug kuarta si Jun Atok del Rosario kay gamay ra ang pundo nga iyang nadawat from Loren di ra gani igo sa gastos pagpangumpanya. Unsa-on nga tua sa mga Espina ang pundo from NP ug si Loren naa man sa linya sa NP. Pero naay mga sample ballots nga straight votes sa linya sa mga Espina na ang vice gov si JDR ug dili si Lucy. kanang 700 pesos nga ilang gipanghatag(straight votes) si JDR diay ang ilang vice gov. Hala, after election nalang ta ani magtiwas kay mogawas jud ang kamatooran, basin intriga lang pod ito! who knows?

"Greetings in the name of our Lord! Our sincere apology to the people of Biliran Province. We have commited a big mistake in supporting a leader in this province. He is now buying votes at a rate of P1,200 to P3,000. This will lead to a more corupt practices. Pls help us NOT to vote for him. Salamat. Kindly pass! Diocese of Naval"

From the CHANCERY (from fr hipolito remandaban and fr marvyn maceda, present and past chancellors respectively) We would like to make it known that we disown a text message purportedly coming from the diocese of naval asking the people not to vote for a certain candidate . The name of the diocese of naval has been unjustly and maliciously used again by people whose vested interest in the elections run contrary to the gospel precepts. We disown this text message even as we strongly condemn the act. We have never released any text message, official or not, regarding the elections, much less concerning candidates.

Thanks for the comments. The battle is on-going. We now have to lift it to God to do the rest. We can only do so much. I encourage everyone to say a prayer to guide the Biliranons in this second step we have to take to rebuild Biliran. God Bless Biliran.

I call on everyone to be vigilant until the last vote has been counted, tallied and declared official. Let us guard the precincts the same way we watch over it back in 2007. Let us monitor the movements of the members of the Espina Dynasty and their cohorts and report anything irregular by text or email or blog to this site and to ABS CBN’s Iboto mo Ipatrol mo Ako ang Simula.

Let us also say a prayer for all of us Biliranons and for our beloved Biliran.

You're right, I agree with you! but, it is very shocking. Atty. Chong's supporters were intimidated, harassed, forced not to vote and was bribed with cash especially in Cawayan. Once you will accept the money, your finger will be placed with indelible ink. What can poor people do if you're confronted with intimidation and cash? Actually this is not our loss but the poor Biliranons who are used and deprived to exercise their right. Thanks! let's move on

Fathers, victims of genocidation

The whole world today celebrates FATHER’S DAY. The world dedicates a especial day to honor fathers as fathers are one of the most important influences in the lives of children, and their unconditional love is an indispensable anchor of certainty and strength.

However, as children in the world rejoice with their respective father, it is sad to contemplate that here in Biliran, 2 families have mourned because of the brutal killing of their father. Their lives had not been spared from any political problems that provide great havoc in our peaceful place. REGARDING THE PERSON OF STEPHEN GREINKE AND HIS MALICIOUS ACCUSATIONS AGAINST THE BISHOP OF NAVAL

We, the Clergy and faithful of the Diocese of Naval, would like to express our strongest condemnation to the lies peddled by Stephen Greinke against the bishop of Naval, the Most Rev. Filomeno G. Bactol, D.D.

Last January 2, 2008, Stephen Greinke, in a nationally televised network, has accused the bishop of sexually molesting young boys. We are aghast at this accusation because the bishop is a person of integrity whose ministry of 40 years (15 years in the seminary as formator, 7 years as Pastor, and 18 years as Bishop of Naval) has never been enmeshed in any controversy, much less scandal. Join the resistance! I hear we are going to hit close to $1.50 a litre by summer and it might possibly go higher! Want gasoline prices to come down? We need to take some intelligent, united action. Jun Paterno offered this good idea. This makes MUCH MORE SENSE than the "don't buy gas on a certain day" campaign that was going around earlier! I am not a Filipino, never considered myself one a long time ago. I am a Cebuano and my late father once said: "There's a whale of a difference between the two". And that distinction between the Cebuano and Filipino is never more pronounced than the result of the 2001 Senatorial Elections. The election results nationwide from Manila to Mindanao showed an even trend, far below the expectations of the anti-Erap advocates. Can you believe that? After we've been screwed in the ass by a pea-brained Tagawg! But the Cebuanos voted differently. We Cebuanos voted with the same clear sightedness and maturity that scared the shit out of Marcos and his KBL lap dogs who despite massive cheating and terrorism in collusion with his Ilocano Generals were defeated by the Pusyon Bisaya during the Parliamentary Elections in the seventies.
