Flash floods really happens in rivers and water falls when it rains. This places are the natural pathways of the water from the mountains to the lakes and sea. So going in this places when it rains or after a rain should be avoided. When going to rivers, streams, and falls, I recommend waiting for 1-2 hours before going and enjoying the water especially when it rains suddenly.
But even though it is not raining in your area, a precaution should still be made cause the water that passes in the streams or water falls are not just coming in your area but in other higher places as well. It may not be raining in your area but in other areas (in the mountains) there might be heavy rain so a possibility of a flash flood may still occur.

Most of these or either closed cases or unsolved until now.

Beware of Bohol Cave Water!

Bohol it is said to be a cave below full of bad people, it is why many people do not like to build septic tanks to far below ground because they are afraid of disturbing the caves and the beings that live in it below.

Not sure if I believe such a tale but anyways I am wondering why 90% of fatalities here are water related?

Mag Aso- Two Filipino men lives were taken by a rushing watering unexpected surge.

Imagine all this in one-two years time.

What a very sad story man itong nangyari sa Bohol ano? magool man pod ta ana, pero natingala man lang pod ko anang mga kauban nila nga nagtan-aw, mora man ug wala lang sa ila. Samar gov faces plunder

A GOVERNOR of Samar is now facing plunder before the Office of the Ombudsman for alleged misuse of P173 million loan from the Development Bank of the Philippines.

Aside from plunder, Eastern Samar Gov. Ben Evardone also faces violation of the Anti-Graft Law and administrative charges, including grave misconduct, dishonesty and conduct prejudicial to the best interest of the government. The case was filed by Eastern Samar Rep. Teodolo Coquilla.

In his complaint, Coquilla alleged that the provincial government purchased 325,000 units of hand tractors for P91,326 each in 2006. He based his charges on a Commission on Audit report in 2007 showing that the tractors’ purchase was overpriced by P325,000.

Coquilla said the provincial government might fail to pay the DBP loan because only 30 of the hand tractors were loaned to the farmers.

The congressman said Evardonehas a lot of explaining to do before the Office of the Ombudsman since almost all of the purchased vehicles remained unused.

Your interview scenario sounds great. I agree that in this kind of new school campus environment, students who are the primary stakeholders must be inquired in relation to their opinion about the conversion of NIT into state university. To solicit ideas from them is proper and recommendable. Good that you’re doing this in order that the administration will be cautious and the public will be aware of what is going on now in NIT before it is formally name into state university.

Mao nga mingdool sila sa mga leaders sa Lakas-Kampi-CMD coalition like Luis Villafuerte, Kampi president at Ronaldo Puno, the Kampi chairman. Nagpromise sila Gerry ug Roger Espina nga Solid Lakas-CMD-Kampi ang Bando Espina sa Biliran basta dili lang permahan ni PGMA ang Bill 2146.

ILOILO CITY, Philippines—A pair of video discs on meat processing that was bought for P306,250 but whose actual price was just P715.

A dough cutter bought for P48,507.46 but which actually costs only P120.

An incubator jar bought for P15,375 but costs only P149.

The list is long, but according to a group of government workers that sued Technical Education and Skills Development Authority (Tesda) director general Augusto Syjuco for alleged plunder, it all adds up to an overprice of P61 million on training and testing tools that Tesda bought under Syjuco.

In a two-page letter-complaint dated August 3 received by the Office of the Ombudsman on August13, the Public Services Labor Independent Confederation (PSLink) alleged that the purchase of equipment under the Ladderized Education Program-Tesda (LEP-TES) and Nordic Development Fund-Tesda (NDF-TES) were overpriced by P60,964,195.38. The overprice ranged from 4 percent to 42,723 percent per item.

Plunder involves the theft or misuse of at least P50 million in public funds.

Corruption can be only solved when everyone, all the sectors of the society, hand-in-hand, change the course of our political system, transform our semi-colonial and semi-feudal mode of production, and push for a nationalist and democratic state that grows from socialist yearnings. Corruption is not limited to bureaucratic practices, such as illegal disbursement of funds like what happened in Biliran because of the Espina clan; it also manifests in the way common individuals have embraced the growing gap between the various social classes. People are taking these conditions as a form of development, but it is precisely this attitude of taking the current system as the ultimate end to all possibilities which reinforces corruption because it shows how the system uses individuals as repositories for profit. As long as this current system governs us, corruption is here to stay even if the Espina clan will be in jail because of their succesors.

Iyang gipasabot kon ngano nga miuyon ang governor nga magmina sa bukid sa caibiran ug iyang gihisgutan ang mga resolutions nga nag-allow sa pagmina. Mao kini ang basihan kon nganong misugot ang governor. Sa dihang mireklamo si Fr. Pantas, ang parish priest sa Caibiran, gipa-undang kuno dayon sa governor ang mina. Apan ang diocesan priest sa naval mihangyo sa governor nga tagaan daw ug another 3 months nga mopadayon ang mina para makabawi, mao gitugutan na usab sa governor.

Kini usa ka dakong bakak kay gika-estorya nako ang usa kapari ug siya mismo miingon nga wala silay letter of request para ma-extend ug 3 months ang mina. House inquiry into ‘anomalous’ Samar road project sought

A multi-sectoral group composed of folk from Samar has asked two lawmakers to push for the House of Representatives to conduct an investigation into the alleged anomalous awarding of the contract for a multi-billion peso road project in the Central Visayan province.

The Nagkakaisang Samahang SamareƱos at Waraynon (alliance of groups of folks from Samar province) wrote Representatives Teodolo Coquilla of Eastern Samar province and Paul Daza of Nortern Samar province, urging them to call for a congressional inquiry into the alleged anomaly-tainted "double awarding" of the contract for the Malaga-Calbayog road project in Samar to two construction companies.

The group alleged that the mega-infrastructure project, among those cited by President Arroyo during her ninth State of the Nation Address last July as one of her administration’s priority projects, was awarded consecutively to two construction firms, which both sought for a P2.6-billion budget for the undertaking.

It noted that the Malaga-Calbayog road project is one of the 27 projects being undertaken by the Department of Public Works and Highways (DPWH), which Arroyo wants completed before she steps down next year.

Now at least, the political scenario when it comes to justice system in national level is unpredictable phenomenon. No one can tell if expresident Estrada and Sen. Lacson will be in political clash and they became a public enemy no. 1 and even fear this will end up to the court of justice so that the Dacer-Corbito double murder case will finally obtain justice. Albeit with “neither sword nor purse,” it still has the ultimate power and duty to check the abuses of the national leaders and uphold the rights of every individual with the cold neutrality of the fearless judge.

So, if our powerful politicians are unable to preserve their social and political status quo, then, there are no reasons that we can’t acquire justice for Atty. Danilo Parilla. Please be patient my friends. Our God is God of justice.

A 29-page en banc resolution signed by Comelec Chairman Jose A. R. Melo and five commissioners
affirmed the resolution of the Comelec’s first division and the decision of the Regional Trial Court (RTC).

Both decisions had declared Penano as the winner in the elections. He garnered 10,314 votes, while his rival, Virgilio P. Varias, obtained 10,172 votes. Penano had a margin of 142 votes over Varias.

In its decision, the Comelec en banc stated that the unjustified and continuing occupation by Varias of the mayoral post is based on an erroneous computation of votes, adding it is “an anathema to the concept of free and orderly elections and must, therefore, not be allowed to persist.”

The success of Boto Mo, Ipatrol Mo was during 2007 Election wherein the public reported the anomalies they encountered related to election. Concerned filipino voters participated by sending SMS and MMS their complaints. After verifying the received report, it will be aired and necessary actions were made.

I can’t remember when was “Boto Mo, Ipatrol Mo” launched, if it was also launched a year before 2007 Election. Since the campaign is reborn, now tagged as “Boto Mo, Ipatrol Mo: Ako Ang Simula”, a campaign for public awareness, a campaign to guard our votes.

The first campaign was a success based on the numbers of complaints received but still cheating happened. Remember, Hello Garci? Although it happened in 2004 when there was no “Boto Mo, Ipatrol Mo”, the same idea of “dagdag bawas” happened in local government election.

I have high hopes for a better nation, for change especially in Biliran. If we can't help solving the problem, let's see to it that we're not part of the problem.

Our poor patients die unnecessarily in Biliran Provincial Hospital because of inadequate hospital equipment and medical materials like medicine.

One time, I visited the place. I saw a typical scene in public pediatric wards, for example, are two to four sick babies or children in one dilapidated pediatric bed with the parents sitting on a wooden bench side-by-side watching over their young ones. And this scene happens in infectious wards where it should be quarantined and sanitized.

Most likely, there must be free education and free hospital service in our province for the poor. Contrarily, the high cost is on the lives and futures of poor Biliranons, who suffer bleak futures because of poor & costly public education even in secondary level and unnecessary deaths because of inadequate public health and hospital service.

Our energetic and brilliant congressman Atty. Glenn Chong’s dream for Biliranons is for public service. After his 2 years in office as our lone district representative to the congress, he was able to provide public school buses for students and lately the mobile clinic, free bags and uniforms for all elementary pupils. The poor children have been enjoying this kind of public service.

I have seen an exemplary city, Makati City, which is well run by its mayor, lawyer Jejomar Binay. But because he is vocal about his issues against the incumbent President, he is painted more as an opposition leader rather than a stalwart public servant whose public administration should be emulated.
I have researched on the public school system of Makati City and have encountered up close the management of Mayor Binay’s office and the Makati City Hall, and I can say that the Makati public administration is a beacon in public service.
The Makati senior citizens, for example, are called “seniorito citizens” as they are given more privileges than other senior citizens in the Philippines, like free movie viewing in any theater in Makati City. For Mayor Binay to think of serving in a special way the least of his constituents, the elderly, “the least” in the sense that they are no longer economically productive, shows the mayor’s intent to use his public office for genuine public service.

Top in the priorities of Mayor Binay is public education.The Makati public schools are laced with IBM computers and audio-visual rooms and are actively involved in community development and the promotion of good citizenship in their respective communities. Also, the Makati public schools are regularly engaged in citywide academic competitions that challenge both the students and the teachers to strive for academic excellence.

So important is public education in Makati that there is a public city college, which has now evolved into a university. Note that this is not a state university but a city-initiated public college. Makati, under the leadership of Mayor Jejomar Binay, is a trailblazer in public education and has not allowed the national state of public education to bring down its own standard in public education.

Most importantly, Mayor Binay does not make the poor his main source of city funds and revenues. His city earns enough from the city taxes of the business sector and the rich residents. Instead, he genuinely serves the poor in his city by giving them the best possible public education so that they can have more success climbing out of poverty when they enter the labor force.

Once the present political plan of Rep. Chong will be successful to field his father to the governor’s race as his running mate, I believe Biliran will boom and will be a model province in the country.

Right now, they are not suffering as much as people in evacuation centers and I know just how hard it is to live an evacuation center. Already uncomfortable, grieving for their losses, suffering from all manner of shortages, and certainly pissed off it is easy to get them to heap all blame on government officials who are doing their best to help them out.
I guess, even at the height of disasters and even when thousands of people are dying, there are people who will take advantage of any and all opportunity to sling mud at their enemies instead of helping people out. This is the depth of their concern for their fellow man.

I just hope that they never have to go through what typhoon victims, landslide victims, and other disaster victims are going through. Politics is not only USELESS but ultimately HARMFUL and DEADLY when played during times of disasters.

Certainly, not everyone will get relief goods and not everyone will be able to get into evacuation centers, so, you have all the fodder you need for a negative campaign against any politician.

We should condemn this brutal killing recently happened in Maguindanao. They don't respect human rights and can't afford to toe civilized behavior. The barrel of the gun is their rule of law and evil greediness is their rule of morality. This incident dents our country’s elections record once more, and another issue for foreign groups to reconsider the aid that they give to our government. The Maguindanao massacre is possibly the worst election-related scenario crime and the worst incident of journalists being killed. And the sad thing here is that both records were made in one tragic event.

In Biliran, the tragic death of Atty. Dailo Parilla and the tragic Naval Ambush’s death of Inton Parilla and Tony Barcelo are more t likely that it's a political-related violence. These kinds of evil acts obliterated the peaceful environment of Biliran a paradise island. We should always condemn this violent political style insinuated by the POLITICAL DYNASTY OF ESPINA. We have to pray hard in order to prevent this political evil spirit now moving far and wide in Biliran province. We have to pray unceasingly so that this political evil spirit will not be successful anymore especially that election is coming again. O GOD PLEASE HELP US! AMEN……….

It pains me to hear a country that has done much to advance democracy and transparency to let something so barbaric and un-civilized to happen. The perpetrators probably thought they can get away with such a heinous crime because they have close political ties to the president.

Political dynasty is always promoting corruption and political crime because there is no check and balance. At least four of Ampatuan’s sons are also town mayors and one is governor of ARMM. That is why, I was confused why Aquarius supports the political plan of Rep. Glenn Chong to field his father for governor. Before, I always admire this blogger Aquarius for his principle and logical argument. Now, I’m confused and doubtful about his changeable belief and concept.

The issue facing Biliran right now is the imminent return of all members of the Espina Dynasty who has ruled Biliran for 15 years, 12 years, in full control. Should the Espina Dynasty be restored to full power in 2010, you will be witnessing a more aggressive political dynasty that will have high chances of replicating another Ampatuan Dynasty in Biliran.

You might say, why create another dynasty to replace another dynasty? I say, let us not prematurely judge the tandem of Rep Glenn Chong and his father Charlie Chong as forthcoming "bad dynasty". It may only be a one off alternative until we weaken the Espina Dynasty's resolve to control Biliran. The candidacy of both Chongs is our only alternative to field strong candidates that are bold enough to challenge the might of the political machinery and money of the Espina Dynasty.

In the last 12 months, numerous consultations and surveys were conducted and no one wants to stand up for fear of the political machinery and money of the Espina Dynasty; and lack of their own money to support their candidacy. Sadly, Philippine politics is all about political machinery and money. Remember 2007? We unsuccessfully fielded fully qualified candidates in Naval. That was a grim reminder that there are times when we temper our idealism with reality.

Most of those who now aspire for the position of governor for Biliran have in one way or another been connected to the Espina Dynasty in the past. One Ruben Almadro is enough, we have learned our lesson. We are fielding a candidate we can trust and cannot be bought by the Espina Dynasty.


It is a question of whether we will hand Biliran back to the Espina Dynasty in a silver platter for, that is exactly what will happen in 2010 if we field in weaker candidates. We cannot just be slaves to our idealism and principles while all members of the Espina Dynasty gear up for a full retake of Biliran.

I would rather put my idealism on hold than lost the gains we are now experiencing under Rep Glenn Chong. It is a sacrifice we have to have.

Biliranons will need to make a choice: give Rep Glenn Chong a fighting chance to continue his programs or hand back Biliran to the Espina Dynasty.

Whilst we stick to our principles and idealism and pontificate the evils of political dynasties, the Espina Dynasty have no respect to what Biliranons sentiments by fielding all their members to retake full control of Biliran in 2010

It is not simply a question of dynasties. It is a case of a bad political dynasty imposing their will on Biliranons once again, after they have raped and pillage Biliran of its treasure for 15 years.

What chances do we have?

Let us give the Chong's the benefit of the doubt.

Biliranon are hoping that this would put an end to politics of patronage, culture of subservience, and biolence, as well as rampant corruption in the province.

Rep. Chong’s first term achievement as lone district congressman would be of great help in working with his father for the total upliftment of the Biliranons in every area of living. it includes economic uplift, recognizing however, economic development of a people is co-terminus with their social and intellectual development. Rep. Chong is determined and sincere to fight in order to restore our freedom. However, he cant do it alone, he needs his father and of course our moral and spiritual support. Prayer is the most effective component to be successful against the espina dynasty.

Dynastic growth prevents the propping up of new dynamic leadership in the party and also propagation of new ideas. Silly question. Everyone knows that honesty, kindness, decency are good, and lie, murder, spite, stealing are bad. But…. We often lie to save person, to make him/her happy or just because the truth would kill her/him., or by other good intentions.

What about other instance, somebody kills another person to save his own life or save life of several people. Is it murder or murder with “ good reason”. What is worth human-being life. How estimate life value?
The mother stole bread to feed her hungry child , supposedly, she hadn’t other options. All people say she did right. And we all know our laws sometimes excuse murder or other crime because so call “good reason.”

But…… “The road to the hell was paved by good intentions”.

That is a good observation. Im convinced too that the Espina are planning to assassinate Rep. Glenn Chong. That's the only way our good governor Doc Roger will win for congressman. As of now they are having a big trouble on how to assassinate him, anyway, they can always rationalize it as "Drama". The Espina believes that Biliranon are moron and can easily be deceived. Kaya ang sabi ni Doc Roger " Sino sa inyo dito ang may sira ulo". He is the most rude governor all over the world. ALREADY SHOCKED BY THE ENORMITY OF THE Nov. 23 massacre in Ampatuan, Maguindanao, Filipinos have been stunned by the size of the war arsenal the Ampatuan clan have built and awed by the wealth they have amassed.

The government crackdown on the warlord clan, believed to be behind the mass murder and mutilation of 57 unarmed civilians, has led to the discovery of hundreds of high-powered firearms, including assault rifles, grenade launchers, machine guns, mortars, anti-tank missiles and armored vehicles, as well as hundreds of thousands of rounds of ammunition. A raid on a vacant lot in the provincial capital, Shariff Aguak, on Dec. 3 yielded enough firearms and ammunition to equip an entire battalion, according to the chief of the Philippine National Police, Director-General Jesus Verzosa. Last Tuesday, a raid on a warehouse owned by the clan patriarch, Gov. Andal Ampatuan Sr., led to the discovery of guns, missiles and ammunition which military officials said packed enough power to blow up a small town.

It was not just the sophistication and the size of the arms stockpile that surprised the government raiding teams. The recovered weapons showed another damning detail: markings on the crates said they came from the military and police arsenal.

An embarrassed military immediately vowed to launch an investigation to determine how so much sophisticated weaponry had fallen into the hands of the warlords of Maguindanao and to find out who was responsible for it. Which should not be very hard to do, unless the Armed Forces of the Philippines and the PNP maintain a primitive system of record-keeping. The markings on the crates say where they came from and what year they were issued. From these it should be easy enough to find out who were responsible for their delivery (or sale) to the Ampatuans. But would the Arroyo administration really want to go after the accountable officials? Would it even want the public to know who they are?

The government has never denied that it had been arming and supporting the civilian volunteer organizations set up by the Ampatuans to help fight the separatist Moro Islamic Liberation Front. But apparently very few in government knew how big this private army had grown and how heavy its firepower had become. The Arroyo administration had created, nurtured and pampered the Frankenstein monster that carried out the mass murder in Maguindanao. It is doubtful if it would allow the military to reveal the identities of those who directly fed the monster and helped it grow in strength and arrogance.

More promising perhaps is a parallel probe into the fabulous wealth of the Ampatuans who control not just the provincial government and 18 out of Maguindanao’s 36 towns but also that of the Autonomous Region in Muslim Mindanao. The series of military and police raids on their properties has shown how the Ampatuans wallow in wealth amidst the extreme poverty of their constituents. Maguindanao may be the second poorest province in the country, but the Ampatuans can be counted among the nation’s wealthiest families.

Military authorities have said Andal Ampatuan Sr. and his children probably own as many as 23 houses in Maguindanao, Davao City and Metro Manila, including several mansions. One mansion, owned by ARMM Gov. Zaldy Ampatuan, has been described as a palace-in-the-making. It sits on a 2,000-sq m lot inside Davao City’s enclave of the rich and is surrounded by a 12-foot high concrete fence. It has marble floors, a receiving room measuring 300 sq m, a swimming pool and 22-airconditioning units.

Family members also move around in style. In one Ampatuan compound, soldiers found a Hummer, a Toyota Land Cruiser, a Chevrolet Suburban, a GMC truck, two Toyota Hi-Lux pick-ups, a Ford F150, an Isuzu D-Max pick-up, a Toyota Hi-Ace van and two military trucks.

All of these have led authorities to wonder where the family got its wealth since most of its members are working in government as governors, mayors, vice mayors, etc. Were they perhaps helping themselves to government funds?

An audit of ARMM funds is said to be under way, particularly its P8-billion budget for development.

A look at the statements of assets, liabilities and net worth of the Ampatuans in government should show quite easily whether they have been earning enough to afford those expensive cars, mansions and war materiel.

But the question remains: Will the administration have the heart and the will to go after its old and reliable political ally?

Senate minority leader Aquilino Pimentel, Jr. yesterday said the Ampatuans should be made to account for the P1.7 billion in agrarian reform fund that was released during the first seven months of 2009 to the Autonomous Region in Muslim Mindanao (ARMM) under anomalous circumstances.

Pimentel said the huge amount was channeled by the Department of Budget and Management to the ARMM in five separate tranches upon recommendation of Agrarian Reform Secretary Nasser Pangandaman despite the failure of Department of Agrarian Reform (DAR) and ARMM to submit a listing of specific projects
as required by disbursement rules

Moreover, Pimentel questioned the basis for giving out the money to the ARMM, then headed by Gov. Zaldy Ampatuan, considering that the autonomous region did not fall under the coverage of the Comprehensive Agrarian Reform Program (Carp).

Official records show that of the Pl.7 billion that was released to the ARMM, which is composed of five provinces, P500 million went to Maguindanao, the governor of which then was Andal Ampatuan Sr., the patriarch of Ampatuan family and father of ARMM Gov. Zaldy Ampatuan.

“Although the huge lump sums in agrarian reform fund were released to the ARMM, there are widespread complaints that no actual development projects have been undertaken,” said Pimentel, who hails from Mindanao.

“There is a strong ground to believe that the money has been misused. This could be one of the probable sources of the fabulous but unexplained wealth of the Ampatuans. This could partly explain why they were able to acquire a lot of properties, several mansions in Maguindanao, Davao City , Metro Manila and other places.”

Pimentel said that he had exposed this illegal fund diversion several months ago but Pangandaman, MalacaƱang and DBM officials had not bothered to give any explanation.

A listing of the special allotment release order (SARO) and Notice of Cash Allocation (NCA) under the Carp showed that the following lump sum amounts had been released to ARMM from February to July this year: P350 million on Feb. 15, P222.7 million on Feb. 15, P322.5 million on June 22, P400 million on June 2 and P373 million on July l.

Pimentel urged the Office of the Ombudsman to investigate these scandalous transactions by seeking an explanation from the Ampatuans, along with the finance officials of the DAR and ARMM, and even the resident auditor of the Commission on Audit.

“The Office of the Ombudsman should not sleep on the job. If there is evidence of fund misuse, they should file plunder cases against the Ampatuans and their accomplices. They would not be able to build those palatial mansions without the money stolen from government coffers,” he said.

Pimentel further said it was unconscionable that the people of Maguindanao and other ARMM provinces had been deprived of development projects and public services they were entitled to.

Pimentel said that aside from the annual budget of ARMM, the region’s Provinces — Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi Tawi — are also getting their shares of the Internal Revenue Allotment and development aid from donor-countries and multilateral financing institutions.

If it were up to me, madlangbayan’s english is rather intimidating because this blogger is UP grad and outstanding student too as she/he claimed. The way I see it, UP English grammar and composition is maybe different from other universities. I attempt to analyse the blogs of madlangbayan and something confused me. We have to fight the battle in two fronts. Here and BI. Some short posts which do not contain filters will appear immediately. Long ones containing filters will go into moderation to insure that the posts comply with the website policy.

Even my posts go into moderation. It has nothing to do with being a sponsor or donor. It is more of a website management protocol. The site is run by volunteers.

I encourage everyone to visit and read both sites for the good of Biliran. The more information we can share the more informed the Biliranons will be come 2010.

I commend the efforts of the Admin of this site for their perseverance in maintaining its presence for Biliran and Biliranons.

I like this survey, medyo intriguing but very relevant
I knew who kept on barking against Rep. Chong. This blogger is no less than JDR, whose personality is variable. He kept on changing his alias every time his posts are becoming more unpopular. Actually this guy has psychological problem that is why he finds hard to maintain his pseudo names. He is thinking that most of the bloggers here are idiots like him. He got a pickle minded character. You see! He studied in NIT from 1st year to 2nd year high school. Then he transferred to CSN next school year and he graduated in Cebu. Do think this is a normal person? This would not be a problem if his parents were transferring from one place to another because he got no other choice but to follow his parents. When he ran for vice mayor in Calubian and was defeated, he moved to Naval. JDR is a person that cant be trusted, his attitude is most horrible. Never had I addressed him honourable, he doesn’t deserve it. I believe that Palaka is JDR, I knew very well his blog’s style. You see, after posting a series of comments against Rep. Chong and slightly against ED, he posted immediately his picture with his biodata. I don’t think so it is a coincidence.

He said “IT IS MUCH BETTER TO THROW STONES WHEN WE ARE NOT LIVING IN A DELICATE GLASS HOUSE”. I know his points. He wants to say that Rep. Chong will avoid saying something negative to the ED if he himself can’t do it otherwise he is knocking down himself. I think JDR must also be transparent. For almost 5 years he has a block time program at RN. He is paying P1,500.00 per day. My questions, where did he get this money? I know his parents. They got no business; they are not government employees too. I hope JDR will clarify this issue. I have many more issues to address him personally.

Political dynasty per se is not negative. Among the leading presidential candidates for 2010 only Gibo Teodoro doesn’t belong to political dynasty. Noynoy parents were national leaders; Erap’s wife and son are senators while Villar’s wife is congresswoman.
The very justifiable reasons why I am against to the Espina dynasty because of corruption, abuse of power, drug lord, drug addict, gambler and immoral.
Senator Joker Arroyo, who was reelected last May election, said he does not see anything wrong with political dynasties, noting that families tend to take care of an area in order to retain their power in their turfs.
“I don’t particularly condemn it because it is practiced all over the world,” Arroyo, who is not related to the president and does not have any relative in public office, said.
He cited the case of the late US president John F Kennedy, whose relatives held public office even while he was still in the White House.
But columnist Ana Marie Pamintuan noted that “while it was quite normal for children to want to follow the footsteps of their parents or for constituents to want good politicians to remain in power, some families need to temper their greed for power”.
For me, Pamintuan is right because here in Biliran, we have the Espina dynasty.

THE irrepressible Senator Miriam Defensor Santiago came out with the reason for the mad rush for Senate seats, making them throw away millions, or rather hundreds of millions of pesos, just to be elected.

People have always wondered: How in the world can anybody spend hundreds of millions of pesos for a position that yields only a monthly salary of P35,000.

Indeed, there must be something about a Senate seat. Is it really just public service, or is there something more?

Consider this: The spending limit for a senatorial candidate is P225 million, or P5 per registered voter. And there are more than 45 million registered voters.

Read this: Apart from the monthly P35,000 salary for a senator, there is a fixed monthly budget of P1.7 million for office and staff expenses, and an additional P760,000 in foreign travel and additional perks.

Listen to this: Some senators hardly travel abroad. When they do, they do not only use the travel budget. They ask for more, even pocket money. And they bring their spouses and children, secretaries and girlfriends, doctors or even yayas.

They run because there’s a pot of gold at the end of the rainbow, all at the expense of the Filipino people.

We come to the issue of politicians’ tendency to be corrupt. Now I talk of those running for local positions, like mayors, governors and congressmen.

Visit these politicians early in the morning, and you see hundreds of people lining up, waiting for the official to wake up so that they can ask him for doleouts. Money with which to travel to Manila, to treat a sick son or wife, to send a son or daughter to school, to cover burial expenses, to furnish the basketball team with uniforms, and so on.

Santa Banana, the needs of the people are endless. They all expect a congressman, governor or mayor to solve all their problems.

And where do you think these politicians will get all the money asked from them? From overpriced government contracts, from kickbacks, from the P70-million pork barrel of members of Congress, from overpriced school supplies that a congressman or a governor awards for public school and from payrolls of ghost employees. And from so many other scams nationwide.

There’s a Metro Manila mayor, for instance, who has hundreds, if not thousands in his 15-30 payroll, who collect them only on the 15th and 30th of every month, but whose mission is for each of them to take care of every 50 families in their barangays. Neat, huh? No wonder he’s always re-elected.

I say that if politicians become corrupt, blame the people who expect them to dole out patronage to them. It’s a symbiotic thing—the people seeking doleouts and the politicians expecting their support when election time comes. And that comes every three years.

That’s why I say that we expect the kind of public officials we elect—public officials who are not only hypocrites who cry out to high heavens that they only want to serve, but are in fact corrupt.

That is the anatomy of corruption in the Philippines.

Last week, the SB members of Naval disaproved the resolution filled by Dr. Gavy Villasqquez to allow Mayor Susan Parilla to make a memorandum of agreement with the DPWH for a creation of concrete farm to market road which is financed by the Waray Party list. Vice Mayor Teting Curso and the Espina minions like JDR and Roselyn, they are still in majority, opposed this resolution because of politics.

People in Naval are very mad of this development. These kind of politicians are not after of people's good but they are more concern of their political benefit. That is why, there are some group of voters who will conduct a massive campaign against JDR candidacy for vice governor.
